Update on SB 5583: 38% Increase to Hunting and Fishing Licenses Approved by Legislature

Now that the 2025 Legislative Session has concluded, I want to provide an important update on Senate Bill 5583 (SB 5583), which will significantly increase the cost of hunting and fishing in Washington State.

I strongly opposed SB 5583 during the 2025 session and spoke out against the Democrat-sponsored legislation, which raises fees on outdoor recreation—including hunting and fishing licenses, as well as Discover Passes. Despite opposition, the bill passed the House with all 51 Democrats voting in favor.

What’s Changing?

If signed into law, SB 5583 will increase most license fees by approximately 38%, with changes set to take effect July 1, 2025.


Key Fee Increases

Hunting Licenses:

  • Deer, Elk, Bear, and Cougar License: $97.50 → $117.30 (↑ 20.31%)
  • Deer and Elk License: $85.50 → $103.50 (↑ 21.05%)
  • Deer License: $45.40 → $53.82 (↑ 18.55%)
  • Elk License: $50.90 → $60.72 (↑ 19.29%)
  • Bear or Mountain Lion License (each): $24.50 → $27.60 (↑ 12.65%)
  • Moose, Mountain Goat, Bighorn Sheep Licenses (each): $332.00 → $414.00 (↑ 24.70%)

Fishing Licenses:

  • Annual Freshwater License: $25.00 → $34.50 (↑ 38%)
  • Annual Saltwater License: $25.50 → $35.19 (↑ 38%)
  • Annual Shellfish/Seaweed License: $10.00 → $13.80 (↑ 38%)
  • Annual Combination License: $45.50 → $62.79 (↑ 38%)

Preserving Outdoor Traditions

For generations, hunting and fishing have been more than just outdoor activities in Washington—they are deeply rooted family traditions that connect people to the land, to one another, and to our state’s natural heritage. From a child’s first fishing trip with a grandparent to a family’s annual hunting camp, these experiences build lifelong memories and foster a deep respect for wildlife and conservation.

These increased costs may place a heavier burden on working families and those trying to pass these traditions down to their children. For many, these licenses are not just permits—they are access points to affordable, meaningful time in nature.

We should be making it easier—not harder—for families to carry on these important traditions.


Senior Discounts Introduced

The bill does include new discounts for senior residents (age 70+), offering up to 66% off standard rates. For example, the Deer, Elk, Bear, and Cougar License for seniors will be priced at $39.88.


Next Steps

SB 5583 has now been sent to the Governor’s desk for approval or veto. I encourage anyone concerned about the impact of these fee increases on access to outdoor recreation to reach out to the Governor’s Office and request a veto.
